Located southwest of Fort Joy, this weapon is obtained by slaying Slane the Chained Winter Dragon. Choosing to spare the dragon forfeits this weapon. While killing the dragon is debatable, this weapon offers valuable perks and bonuses, including the useful Chilled effect, making it a viable early-game option.
